Short answer
Short answer: Banks, NBFCs and fintech lenders in India need more than cloud calling. A workable BFSI voice stack combines SIP/VoIP carrier connectivity, a rules-driven dialer, optional AI voice agents for routine calls, and APIs into your loan or core system, with consent records, call recording and audit trails that hold up in a dispute or an audit.

Who this guide is for
- Fintech and NBFC founders deciding build vs buy before development starts
- Heads of collections, operations or customer experience replacing a legacy PBX or a vendor dialer
- CTOs and architects scoping a multi-tenant voice platform
Why generic VoIP falls short in banking and finance
- Calls are regulated events. Consent, DND scrubbing, calling hours, number series and recording all matter.
- Every call must map to a record: customer, loan or account, agent, outcome. A call that is not tied to your system of record is a compliance gap.
- Volumes are bursty: EMI due dates, salary days, campaign launches.
- Trust is fragile. Customers ignore unknown numbers because of fraud calls, so caller identity and number strategy matter.
Core use cases
- Lead qualification and KYC follow-up. Call new leads within minutes of the application, route to the right product team.
- EMI reminders and collections. Progressive or preview dialing, promise-to-pay capture, automated retries within allowed hours.
- Inbound IVR and callback. Loan status, statement requests, card block, with callback instead of long queues.
- Transaction or fraud-alert verification calls.
- Insurance and wealth renewals and sales.
- AI voice agent for first-line calls: reminders, payment confirmations, document requests, FAQs, with a human handoff.
Reference architecture
| Layer | What it does | Typical technology |
|---|---|---|
| Carrier / SIP | Termination, DIDs, number series, failover across carriers | Multiple SIP trunks, session border controller |
| Signalling and routing | Registration, load balancing, tenant separation | Kamailio or OpenSIPS |
| Media and IVR | Call handling, IVR, recording, conferencing | FreeSWITCH or Asterisk |
| Dialer engine | Campaigns, pacing, DND scrub, retry rules, calling-hour windows | Custom service with Redis or a queue |
| Voice AI | Speech-to-text, intent, text-to-speech in Hindi, English and regional languages | Streaming STT/TTS with a guard-railed LLM |
| API and backend | LOS/LMS/CRM sync, payment links, webhooks, reporting | NestJS or FastAPI, PostgreSQL |
| Agent and admin UI | Softphone, screen-pop, supervisor dashboards | React with WebRTC |
| Compliance layer | Consent store, immutable audit log, retention, access control | Encrypted storage, role-based access |
If you are building this as a SaaS for multiple lenders, add tenant isolation at the signalling, data and billing layers from day one. Retrofitting it later is the most expensive mistake I see.
India compliance checklist
Rules change, so confirm each point with your compliance team or counsel before launch.
- TRAI telemarketing rules (TCCCPR): DND scrubbing, registered headers and templates on the DLT platform, and the separation of promotional calls from service or transactional calls, which use different number series.
- Conduct for recovery calls: RBI fair-practice norms restrict contact hours and require respectful conduct. Build calling windows and call-frequency caps into the dialer, not into agent training.
- DPDP Act 2023 and its Rules: consent, purpose limitation, retention limits, breach handling.
- Call recording: tell the customer, store securely, define retention per your policy and regulator.
- Data location: keep recordings and personal data on India-region infrastructure, particularly where payment data is involved.
- AI disclosure: say that the caller is an automated assistant and always offer a human.
AI voice agents: where they work and where they should not
Good fit: payment reminders, confirmation of received payments, document collection, status FAQs, appointment-style callbacks.
Poor fit: settlement negotiation, hardship cases, disputes, anything that sounds like legal or financial advice.
Safe pattern: the LLM only understands intent. Amounts, dates and policy statements are spoken from your database by deterministic code. Any dispute, anger or confusion triggers a handoff to a human with the transcript attached.
Build vs buy vs hybrid
| Option | Best when | Watch out for |
|---|---|---|
| Buy a cloud telephony/dialer product | You need to go live in weeks with standard flows | Per-seat cost at scale, limited custom compliance rules, vendor lock-in |
| Build custom on open-source (FreeSWITCH/Kamailio + your backend) | Voice is core to your product, or you will resell it as SaaS | Needs real telecom engineering; plan for monitoring and carrier management |
| Hybrid (buy carriers and AI building blocks, build the dialer logic, compliance and integrations) | You want control of rules and data without building everything | Needs a clear architecture first, which is why an architecture review comes before development |
What drives cost and timeline
Cost depends on concurrent channels, monthly minutes, speech-to-text and text-to-speech usage, recording storage, number of integrations and compliance requirements. A common delivery path is: architecture and compliance review, then MVP dialer with your loan system integration, then a voice-agent pilot on one call type, then scale-out. Proof on this site: Insurance ERP + WebRTC contact center covers a related architecture (honest gaps, no invented channel counts).
FAQ
Can NBFCs use cloud VoIP for collections in India? Yes, provided the setup follows TRAI telemarketing rules, your regulator’s conduct norms and your data-protection obligations. The technology is rarely the blocker. Calling windows, consent, recording and audit trails are.
Can an AI voice agent make loan reminder calls? Technically yes. Treat it as a regulated channel: disclose that it is automated, restrict it to low-risk call types, keep a human escalation path and log every call. Take legal advice for your specific use case.
Progressive or predictive dialer for collections? Progressive or preview dialing is usually safer for sensitive conversations because it avoids abandoned calls and keeps an agent ready before the customer picks up. Predictive suits large, low-sensitivity outbound lists.
Where should call recordings be stored? On India-region, encrypted storage with role-based access and a defined retention period, linked to the customer record and call outcome.
How long does a custom dialer take to build? A focused MVP is typically a matter of weeks, not days. Scope depends on integrations and compliance rules. An architecture review fixes the scope before you commit budget.
